Kolkata: West Bengal Governor Jagdeep Dhankhar has called upon State Chief Secretary H K Dwivedi to make available the entire record leading to the issuance of July 26 notification regarding Pegasus Inquiry Panel, precisely also reflecting the formation of ‘opinion’ by Governor in the matter latest by Dec 18.

"In the matter, there has just been no communication @MamataOfficial

No documentation, prior or post #Pegasus July 16 Notification was ever made available for consideration of Governor. There could, as such be no formation of any ‘opinion’ & there has been none as a matter of fact, " Raj Bhawan tweeted on Friday.

" Formation of “opinion”, as is apparent from #Pegasus Notification @MamataOfficial has determinative significance from the perspective of the application of sections 5 and 5A of Commissions of Inquiry Act,1952 to the proceedings in pursuance to July 26 Notification, " Raj Bhawan said.
