The initiative was to ease the process of obtaining the certificate which usually involves a number of departments, said dean of Coimbatore Medical College Hospital, Edwin Joe. As mentioned on the certificates, an appointed panel of medical officers from Coimbatore Medical College Hospital examined the transgenders and certified that they have been operated for removal of male external genitalia and can be considered to be under the transgender category. The certification programme was arranged by a non-governmental organization (NGO).
