New Delhi/IBNS: A man beat his cousin to death with an iron rod in Delhi as she had refused to marry him, and he was finding it difficult to get anyone else to agree either, media reports said.

The accused, Irfan, who killed the 25-year-old woman, Nargis, in a park Friday afternoon, had allegedly been planning the murder for three days and surrendered to the police hours after committing it.

"We received information that the body of a 25-year-old girl was found in a park near Aurobindo College in South Delhi's Malviya Nagar. An iron rod was found near her body," a Delhi Police official told the media.

As the police were probing the case, Irfan, 28, surrendered before them and was taken into custody.

During his interrogation, Irfan, who works as a food delivery agent, told the police that Nargis' mother and his mother are sisters.

He said he wanted to marry Nargis but her family had refused, as he did not have a proper job.

Nargis too refused to marry him and stopped taking his calls. Irfan was disturbed and angry about this, and his anger was compounded by the fact that no one else was agreeing to marry him either, he told the police.

Irfan said he planned the murder three days ago and went to the park Friday well aware that Nargis would cross it while returning from her stenography class.

As she was passing by the park around noon, Irfan called her in and said he wanted to talk to her. On being refused, he pulled out an iron rod from his bag and attacked her with it, the police said.

Delhi Commission for Women (DCW) took suo-motu cognizance of the media reports about the murder and its chief Swati Maliwal has sought an action taken report in the matter.

She asked the Delhi Police to provide a copy of FIR along with details of arrest made in the matter.

Maliwal said, “Two incidents have happened in the past 24 hours in Delhi. A girl was shot dead in Dabri while another was beaten to death in Malviya Nagar. The murder of the girl in broad daylight shows how unsafe women and girls are in the national capital. The law and order in the capital is in shambles.

"Why is theCentral government not able to fix accountability of Police on crimes against women and girls? I request the Central government to call a high-level meeting consisting of the Central, Delhi government and Delhi Police so that accountability of the authorities is fixed.”
