BJD member raises issue of accountability of Medical Council of India

New Delhi, Jul 2 (UNI) BJD member Anubhav Mohanty on Tuesday asked the Union Government as to how it planned to strengthen the accountability of the Medical Council of India (MCI). 

Taking part in the discussion on the Indian Medical Council (Amendment) Second Bill, 2019 in the Lok Sabha, the BJD member asked the government for the reason behind increasing the number of members of the board of governors.


He also sought clarification over the inclusion of bureaucrats as the members of boards. He asked will it not create tussle between bureaucrats and doctors.
He requested the government to open a medical college in his constituency Kendrapara, and other districts in Odisha.


Taking part in the discussion, Shiv Sena's Shrikant Shinde suggested that district hospitals should be converted into medical hospitals.


He urged the Union Health Minister to increase the Health Budget.


The Indian Medical Council (Amendment) Bill, 2019, which is aimed at bringing in transparency, accountability and quality in the governance of medical education in the country, would provide for supersession of the Medical Council of India (MCI) for a period of two years or until the said council is reconstituted, whichever is earlier.


During this period, the Board of Governors will exercise the powers and functions of the MCI as assigned under the IMC Act, 1956. The number of members in the Board of Governors will be increased to 12 from existing 7. Further, it allows for persons with proven administrative capacity an experience to be selected in the Board.


The Bill provides for Board of Directors to be assisted by a Secretary General appointed by the central government and will be head of the secretariat in the council.
The Bill seeks to replace the Indian Medical Council (Amendment) Second Ordinance, 2019.
