No compromise on quality of skill training, says MD JKSDM
Srinagar, Feb 22 (UNI): To ascertain the quality of the training being delivered at its registered training centres, J&K Skill Development Mission (JKSDM) has undertaken a week-long inspection drive across the valley which commenced from February 18, 2019, a SDM spokesman said here on Friday afternoon.
The Mission has empanelled 82 centres for implementing the state component trainings under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) which is a centrally sponsored scheme of Ministry of Skill Development and Entrepreneurship (MSDE) Government of India (GoI) aimed to enable youth to pursue industry relevant skill training that will help them in securing a better livelihood.
JKSDM has empanelled 82 training centres under PMKVY and 54 centers are currently functional with 28 and 26 centres in Kashmir and Jammu divisions respectively.
Officials of JKSDM led by Mission Director, JKSDM conducted surprise inspections of various training centres operating in north, central and south regions of the valley. The Sub-Divisional Magistrates of Sumbal and Chadoora also accompanied Mission Director,JKSDM in their respective areas. The training centres are currently imparting training in skill courses such as Domestic Data Entry Operator, Assistant Electrician, CCTV Installation, Retail Associates, Plumbing, Self- Employed Tailor, Field Technician and Computer and Peripherals.
During inspections, the team inspected facilities such as classrooms, CCTV installation, biometric attendance and presence of training staff/candidates at these centres and also checked records of these centres.
While appreciating training centres especially Douze Construction & Engineering services Pvt Ltd, Magam, National Paramedical Sciences society, Magam, Advanced skill development centre, Pulwama, Asian institute of computer education & training, Pulwama and Northtel, Srinagar, MD JKSDM said, ''All those centres who are imparting quality training for gainful employment will be supported by the Mission, but action will be taken against non performing centres and the centres who are violating scheme guidelines”.
Most of the centres were found functioning in a satisfactory manner and adhering to the norms and guidelines that are in place for training centres to follow. To encourage training centres where infrastructure and delivery of training was of quality standards, it was decided to allocate more training targets (candidates) to such centres under PMKVY.
However, during inspections, some of the training centres were found guilty of not operating as per scheme guidelines. The management team of such training centers was apprised about their deficiencies instantaneously and it was decided to penalize such centres with rejection of student batches enrolled by them and withholding of their payments.
“Certain training centres were found indulging in malpractices which were in contravention to the norms and guidelines of the scheme. In such cases, cancellation of the empanelment and blacklisting for the future is being considered by the Mission,” said official of JKSDM.
The official added, “JKSDM has decided to deal the situation with an iron fist and appropriate measures which include penalties, blacklisting etc will be taken against the training centres for non-compliance of the norms and guidelines of the training schemes.”
Jammu and Kashmir Skill Development Mission has entrusted the empanelled PMKVY training centres with the responsibility of providing quality training and gainful employment to the candidates in reputed companies in and outside the state.
