Gandhi arrived in Bihar on Sunday where he addressed the Jan Akanksha Rally in Patna's Gandhi Maidan.
Addressing the rally, Gandhi said: "The joint alliance parties will first win the polls to capture Delhi and then register a victory in Bihar Assembly elections."
"We will fight for the rights of the people," he said.
Raising the issue of farmers, Gandhi said: "BJP said they took historic steps for farmers in the recent budget. Giving Rs. 17 per day to a farmer is historic for them. What about Anil Ambani who was given Rs. 30,000Cr, Mehul Choksi- Rs. 35,000Cr, Nirav Modi- Rs. 30,000Cr?."
Gandhi also raised the issue of Rs. 15 lakhs as was promised once by PM Narendra Modi to be given in the bank accounts of every Indian citizen after black money stashed abroad is recovered.
"Is there anyone here who received Rs. 15 lakh in their bank account, like Mr. Modi promised? A farmers family got only Rs. 17/day in the new budget," he said.
"I don't make false promises," he said.
Gandhi said Bihar has the potential to become the education hub of the country.
"In BJP-ruled states of Gujarat, Maharashtra, people of Bihar are beaten and chased away. Bihar has the potential of being the centre of education once again," he said.
He said: "Education, employment and agricultural opportunities were stolen away from Bihar. Farmers pay insurance money and they don't receive insurance when their crops are destroyed. Insurance companies make the profit."
The rally is taking place at a time when the nation is gearing up for the Lok Sabha polls.
