Terrorism should not be politised, says BJP MP Satya Pal Singh
New Delhi, Jul 15 (UNI) BJP Member Satya Pal Singh on Monday emphasised that terrorism should not politicised and the menace affects the entire humanity.
Speaking during the debate on The National Investigation Agency (NIA) Bill, 2019 in the Lok Sabha, the Baghpat lawmaker said earlier terrorism was politicised in the countyry, adding that the previous regime never tackled terrorism as serious crime against humanity.
Citing terrorisn cases of Malegaon case and Hyderabad, he said the terrorism cases were made political as it did not suit the ruling dispensation.
Condemining the erstwhile UPA regime, he said 'In India, we waited for 7 years to get a new law for terrorism while in the United States, a appropriate law was made to intercept and obstruct terrorism immediately.
The US has separate law for terrorism so David Hadley was convicted, he said.
Singh, who was Mumbai Police Commissioner, said assets attaching powers is vested with the state DGP, and suggested that this power should be given to the NIA DGP.
He also suggested that NIA is applicable to Jammu and Kashmir and suggested that 'Ranbir Penal Code' applicable in the northern state, should be included in the Act.
Biju Janata Dal Member Bhartruhari Mahtab suggested that highest state police officer should be informed about the terorism cases being investigated and said why there is mismatch between state police and central forces.
He said if state DGP becomes part of investigation, it becomes useful.
Kalyan Banerjee of Trinamool Congress wondered whether by the new Bill the existing NIA law being diluted.
He also said when India is attacked, not many countries speak about it but when the US suffers terrorist attack, all countries are making a hue and cry.
Banerjee said since there is no treaty with Pakistan then how will the provisions of the new law be applicable to the Western neighbour.
The Bill states that among other things, the NIA officials will have the power to investigate scheduled offences committed outside India subject to international treaties.
Since the object is speedy trial, Banerjee suggested that the time taken for investigation should be fixed and a clause should be added for this, so that there is accountability.
Danish Ali of BSP, Durga Prasad Rao of YSRCP, Rahul Ramesh Shewale of Shiv Sena and Meenakshi Lekhi also spoke.
The debate was initiated earlier by Congress member Manish Tewari.
