In one of the worst terror strikes that targeted non-Muslim tourists in Jammu and Kashmir's holidayers' magnet Pahalgam, Pakistan-backed gunmen killed at least 28 people, including two foreigners, and injured many others, triggering a nationwide outrage and shaking the Modi government on the security situation in the region that was witnessing peace and a surge in return of vacationers. The attack is the deadliest since the 2019 Pulwama strike and aimed at hitting the economy of a resurgent Kashmir as it sent a chilling message to the state of India since tourists were largely spared by the terrorists in the past.

India suspends Indus Waters Treaty with Pakistan over Pahalgam terror attack, shuts Attari-Wagah border

The Indian Government on Tuesday evening suspended the decades-old Indus Waters Treaty with Pakistan indefinitely as a part of some strict measures taken against Islamabad over the "cross-border linkages" that emerged during the investigation into the dastardly Pahalgam terror attack, which saw the death of 26 civilians including a foreign national.

The decisions were taken at the Cabinet Committee on Security (CCS) meeting chaired by prime Minister Narendra Modi. The CCS is the country's highest decision-making body on national security.

"In the briefing to the CCS, the cross-border linkages of the terrorist attack were brought out. It was noted that this attack came in the wake of the successful holding of elections in the Union Territory and its steady progress towards economic growth and development," an official statement by the Ministry of External Affairs stated.

Fierce encounter breaks out in Kashmir's Kulgam a day after Pahalgam massacre

A day after the deadly Pahalgam terror attack that claimed the lives of 28 tourists, the security forces have engaged with terrorists in a fierce encounter in Jammu and Kashmir's Kulgam, media reports said.

The encounter broke out on Tuesday evening, hours after two terrorists who tried to infiltrate into India were shot dead.

Indian Defence Minister Rajnath Singh on Wednesday said those responsible for the cowardly terrorist attack on 'innocent citizens' in Jammu and Kashmir will soon get a befitting reply to their nefarious acts on Indian soil.

Singh made the strong remark a day after Pahalgam, a popular tourist destination in the Kashmir Valley, resonated with the sounds of gunfiring when terrorists identified non-Muslim visitors to the meadow and gunned them down.

Delivering a memorial lecture on the Marshal of the Indian Air Force (IAF) Arjan Singh in New Delhi on April 23, 2025, Raksha Mantri reiterated India’s firm resolve of zero tolerance against terrorism and stated that the Government, led by Prime Minister Narendra Modi, will take every necessary and appropriate step.


“India is an old civilisation and such a big country can never be intimidated by any such terror activities. Every Indian is united against this cowardly act. Not just those who perpetrated the attack, but even those who conspired from behind the scenes to commit such nefarious acts on the Indian soil will soon get an appropriate response,” said Rajnath Singh.

The Indian Army has killed two terrorists during an encounter along the Line of Control (LoC) in the Uri sector of Jammu and Kashmir’s Baramulla district, a day after terrorists opened fire on tourists in Pahalgam city, leading to the death of 28 people.

"Heavy exchange of fire between security forces and terrorists, two terrorists have been eliminated, infiltration bid foiled by the security forces in the ongoing Operation. Large quantity of weapons, ammunition and other war-like stores have been recovered from the terrorists," Chinar Corps wrote on X.

Israel Prime Minister Benjamin Netanyahu condemed the terror attack in Jammu and Kashmir's Pahalgam city which left over 20 people killed.

Addressing his X post to Indian PM Narendra Modi, Netanyahu extended his support to India in the fight against terrorism.

"My dear friend @narendramodi, I am deeply saddened by the barbaric terrorist attack in #Pahalgam, Jammu & Kashmir, that killed and injured dozens of innocents. Our thoughts and prayers are with the victims & their families. Israel stands with India in its fight against terrorism," Netanyahu said.

 Pallavi, the tourist from Karnataka whose husband Manjunath was killed by the terrorists, said the killers wanted to send a message to Prime Minister Modi. 

She and her 18-year-old son faced the terrorists daring them to kill them as well. Instead, she was asked to carry the message of terrorists to Modi. 

 NDTV quoted Pallavi saying, "We are in Pahalgam, and my husband died right in front of me. I couldn't cry or react -- I couldn't even comprehend what had just happened. I had come here with my husband Manjunath and our son Abhijeya from Karnataka's Shivamogga."

 

Resistance Front affiliated to Pakistan-based LeT claims responsibility

The Resistance Front, a shadow group of the banned Pakistan-based Lashkar-e-Taiba (LeT) terror group, claimed responsibility for the attack, but the authorities are yet to confirm that officially. The attack took place in Baisaran, a scenic spot accessible only by foot or horseback.

I pray for the speedy recovery of the injured. Those behind this heinous act will be brought to justice,” PM Modi said in a statement.
