Assam govt issues guidelines for Chief Minister's functions

Guwahati, Dec 15 (IBNS): The Assam government on Thursday issued guidelines in respect of official programmes attended by the Assam Chief Minister at the invitation of various departments and agencies subjected to strict compliance of all instructions regarding security arrangement.

In the official notification it said that, during the visit, the DC and SP should personally administer all arrangements of accommodation and convenience of the Chief Minister.

After obtaining prior consent, date and time from the CM, a tentative minute to minute programme shall be prepared by the concerned department/agency with co-ordination to the CM’s Office well ahead and submitted to the office of the CM for approval.

When such functions are held in open areas the dais should be constructed under the supervision of an Executive Engineer of the PWD. There should not be more than 7 seats in the front row of the dais.

There should not be more than two rows on the dais and the space between the first and second rows shall not be less than 4 feet.

There shall be detailed security checks at the stairs to the dais. Due to enormous demand on the time of the Chief Minister, no programme should exceed one hour unless approved by the Chief Minister.        

Not more than two persons shall speak or deliver addresses before the Chief Minister.

Only safe drinking water, tea/coffee and biscuits or dry fruits and nothing else shall be served in the meetings. Food Safety Officer of Health and Family Welfare Department should be deployed by the concerned department.

The route map should be ascertained properly so that the shortest and minimal time can be utilized for traversing/ navigation.

Hygiene and sanitation should be given top priority and ensure good upkeep of Guest houses for stay of VVIP’s. Uninterrupted supply of electricity should be ensured by the PWD (Electrical) Department. Information about the availability of helipads along with latitude and longitude coordinates.

Fire fighting equipments and medical facilities should be made available at helipads. 
           
Medical team, fire fighting team and installation of telephones/ wifi facility in the meeting places and halting places should be ensured. For better dissemination of information, the media personnel need to be informed well ahead for better coverage of the programme.

Concerned local MLA/ MP of the district should be informed of the Chief Minister’s programme in the districts.
