In the morning of September 2, 2017, two terrorists carried out an attack targeting Muttahida Qaumi Movement-Pakistan (MQM-P) leader, Khwaja Izharul Hassan, killing two persons, including one of his guards and a child in the vicinity, and injuring another two in the Buffer Zone area of Karachi (Karachi District), the provincial capital of Sindh. Khwaja Hassan, who is also the leader of the Opposition in the Sindh Assembly, survived the assassination attempt unhurt. According to details the assailants clad in Police uniforms and riding on a motorcycle opened fire on Hassan when he was leaving a mosque after offering Eid-ul-Adha [Islamic festival of sacrifice] prayers. Ansar-ul-Shariah Pakistan (ASP) in a Tweet on September 3 claiming responsibility for the attack, alleged that Khawaja Hassan was a "pro-American MQM leader".

On August 17, 2017, one Police Qaumi Razakar (PQR), Jamshed Ahmed (42), was killed and another PQR, Gulzar (30), was injured in a firing incident at the Northern Bypass within the jurisdiction of the SITE Superhighway Industrial Police Station in Karachi, the provincial capital of Sindh. Senior Superintendent of Police (SSP), Malir Town, Rao Anwar disclosed that the two Razakars were standing at a Police chowki(Post) near the bypass, when motorcycle borne terrorists opened fire on them. This was the third attack on the Police in Karachi by the newly-emerging terrorist formation, Ansar-al-Shariah Pakistan (ASP). The group claimed responsibility for the attack in pamphlets thrown at the crime scene immediately after the attack.

On April 20, 2016, seven Policemen guarding polio workers were shot dead in two separate target killing incidents in Orangi Town of Karachi, the provincial capital of Sindh. Ehsanullah Ehsan, the 'spokesman' of the Jama'at-ul-Ahrar (JuA, Group of the Free), a breakaway faction of the Tehreek-e-Taliban Pakistan (TTP), while claiming responsibility for the attack in an email statement sent to Agence France-Presse(AFP) asserted, "We have carried out both attacks on the polio teams in Karachi, this was a part of ongoing attacks on Police and law enforcement agencies."

On September 4, 2013, the Federal Cabinet had empowered the Rangers to lead the 'targeted action' with the support of the Police, against criminals involved in the "four heinous crimes of target-killing, kidnapping, extortion and terrorism". The Federal Minister of Interior Chaudhry Nisar Ali Khan, laying emphasis that this was to be a 'targeted action' or 'exercise', rather than an operation, had announced that a committee headed by the provincial Chief Minister Syed Qim Ali Shah would "manage, administer and control" the action.
