Srinagar, Apr 5 (UNI) The National Investigation Agency (NIA) has issued third notice to chairman of the moderate Hurriyat Conference (HC) Mirwaiz Moulvi Omar Farooq, directing him to appear before it in New Delhi on April 18 in terror funding case.
