During a span of 11 days, between September 13 and September 23, 2018, Security Forces (SFs) arrested nine Hizb-ul-Mujahideen (HM) cadres, all residents of Assam. The first arrest took place on September 13, when a trained HM cadre, Qamar-uz-Zaman, was arrested from Shivnagar locality in Kanpur District of Uttar Pradesh. Zaman hails from Jamunamukh in Hojai District of Assam. The Uttar Pradesh Police and National Investigation Agency (NIA) subsequently alerted authorities in Assam about the arrest.

The Union Government and seven Naga militant groups are, according to an April 25, 2018, news report, said to have finalized the substantive portions of the peace accord, which is likely to be signed before the upcoming monsoon session of Parliament scheduled to begin in July 2018. Unnamed official sources stated that the accord does not change the boundary of States; provides autonomous Naga territorial councils for Arunachal Pradesh and Manipur; a common cultural body for Nagas across States; specific institutions for Nagaland’s development, integration and rehabilitation of Naga militants; and the removal of the Armed Forces (Special Powers) Act-1958 (AFSPA). The Government of India's interlocutor on Naga talks, Joint Intelligence Committee Chairman, R.N. Ravi, was quoted as stating, “Yes, we are pretty close to finalising the (Naga Peace) Accord”.

On April 13, 2018, at least 102 cadres and 12 leaders, including ‘chairman’ H. Zosangbera, of the H. Zosangbera faction of the Hmar Peoples Convention-Democrat (HPC-D-Zosangbera) surrendered in Aizawl, the capital of Mizoram. The militants deposited 44 weapons, including four sniper rifles, nine AK assault rifles, one M-16 carbine, 13 double-barrel guns and 2,892 rounds of ammunition, grenade launcher shells and five radio sets. On April 14, the surrendered militants headed for Sakawrda village in Aizawl District, the proposed headquarters of the Sinlung Hills Council (SHC), after which they departed for their respective villages.

The Union Government is considering the partial removal of the Armed Forces (Special Powers) Act (AFSPA)-1958 from the States of Assam and Arunachal Pradesh. Media reports cited an unnamed Ministry of Home Affairs (UMHA) official as stating, "The notification extending AFSPA in Assam and Arunachal Pradesh is issued for six months after a review twice a year. We have reduced this duration to three months and see if it could be withdrawn completely from certain areas. For the time being, the proposal is only for the two States but we are also looking for a similar solution in Manipur."

In the Northeast Security Review meeting, presided over by Union Home Minister (UHM) Rajnath Singh, held at New Delhi on May 16, 2017, security agencies demanded a greater presence of intelligence and Security Force (SF) personnel in five contiguous Districts of Arunachal Pradesh and Nagaland along the Indo-Myanmar border. An unnamed official who participated in the meeting disclosed, "We have apprised the Home Minister of the security situation in the Northeast and informed him that all militant activities are being controlled from Arunachal's Tirap, Changlang and Longding Districts; and Nagaland's Mon and Tuensang Districts,". During the meeting it was emphasized that these five districts had emerged as the hub of the 'last remaining militants' in the Northeast.

The recent conflagrations in Assam have demonstrated clearly that, however significant the gains of the state in a particular theatre, there is no space for the pattern of administrative incompetence, political corruption and neglect that has characterized governance in the Northeast - and, increasingly, much of India as well.
