Police explains why they choose Teachers' Day to file charge-sheet in Bihar topper scandal

Patna, Sept 6 (The Bihar Post/IBNS) On Sept 5 when the entire country was busy celebrating “Teachers Day” to show respect to their teachers, the Patna police were busy filing charge-sheet against the accused in the infamous Bihar topper scandal case.

Was the selection of date unintentional or it carried some message?

“We chose the ‘Teachers’ Day’ to file charge-sheet as we wanted to convey a strong message to the education mafias. We will speedily try the case to serve punishment to the accused,” Patna’s senior superintendent of police Manu Maharaj told the media on Tuesday.

The police filed a charge-sheet against 32 persons in the case on Monday, three months after the Bihar topper scandal rocked the state. The charge-sheet was filed in the vigilance court.

In the voluminous charegsheet running into 4,124 pages, former Bihar School Examination Board (BSEB) chairman Lalkeshwar Prasad, wife Usha Sinha and Vishun Rai College principal Baccha Rai have been made the key accused.

This is said to be the most voluminous charge-sheet after the multi-million dollar fodder scam with Rashtriya Janata Dal (RJD) president Lalu Prasad one of the key accused in the case.

Of the total 32 person against whom charge-sheet was filed, 22 are public servants, four are fake toppers whereas the rest are others.

The case was filed against 41 persons. Of them, 28 persons have already been arrested and sent to jail, five have out on bail while four are still absconding.

“The matter would not have come to fore had the media not unearthed the scam,” Kumar told a function organised to  organized to mark Teachers’ Day on Monday.

He admitted it was a TV channel’s interview of Ruby Rai, the most prominent face of the Bihar topper scandal, which exposed the scandal.

But for the interview, none would have learnt about the scale and gravity of the exam scam, said Kumar adding, “So when everyone was asking for a magisterial inquiry, I ordered criminal investigations into the matter.”

It was Ruby whose botched interview to a TV news channel led to the unearthing of a mega scam which later came to be known as “Bihar topper scandal”.

The scam came to light after class 12 arts stream topper Ruby Rai in his interview pronounced the political science as “Prodikal Science” and claimed this particular subject deals with cooking. Ruby was later arrested and sent to jail. He is currently on bail.

She told her interrogators she only wanted to pass the examination with second division but her uncle Baccha Rai made her topper. Baccha Rai is the principal of Vishun Rai College from where she had appeared at the examination. Baccha too is behind the bars.
