Due to this withdrawal, Spain's Rafael Nadal will now become the new number one player in the world.
The Swiss player was injured during Sunday's Rogers Cup final defeat by Alexander Zverev.
Andy Murray, who is the current number one player in the world, pulled out of Cincinnati last week.
Murray will be replaced by Nadal to the top spot.
Nadal will reach the top spot for the first time since July 2014.
