Delhi: Illegal basement use by Rau's IAS Study Circle led to flooding that claimed 3 lives

New Delhi: The coaching center in Delhi's Rajinder Nagar, which gained attention after three students died due to waterlogging in the basement, had been using the basement as a library despite civic authorities stating clearly that it should be used for storage or parking, media reports said.
