Indian PM Narendra Modi has congratulated voters in Jammu and Kashmir's Srinagar where polling for the Lok Sabha elections was held on Monday in the fourth phase of the ongoing nationwide democratic exersise, recording the highest turnout of electors in three decades at 36 percent.
