Uttarakhand issue again forces adjournment of Rajya Sabha

New Delhi, Apr 26 (IBNS) The Uttarakhand issue continued to dog the Rajya Sabha on Tuesday forcing an adjournment as a united opposition pressed for an immediate discussion on imposition of President's rule in the state.

Citing the rules, senior Congress member  Anand Sharma said a debate can be taken up even if the matter is subjudice.

"When the proclamation comes, a debate can take place but why can't it take place now? If the house agrees there can be a debate," he said.

He was supported by SP leader Naresh Agrawal and BSP leader Mayawati.

Maintaining what he had said on Monday, Leader of House Arun Jaitley, however, said there can be no debate before the proclamation comes.

"As far as article 356 and Uttarakhand is concerned we also have a lot to say. It has never happened that presiding officers convert minority into majority and vice versa. This is the real breakdown of the constitution," he  said.

As points and counter points flew thick and the opposition voice grew louder, Congress members trooped near the chairman's podium shouting slogans forcing Deputy Chairman P J Kurien to adjourn the house  till 12 noon.
