Assam based org, 'Pedal for a Change' calls for sustainable urban transport action in Guwahati

Assam-based organization Pedal for a Change has called for urgent action to promote sustainable urban transport in Guwahati, citing the detrimental effects of pollution and traffic congestion on the city's livelihood and health of its citizens.

The organization emphasizes the need for collaboration among government bodies, urban planners, policymakers, and citizens to prioritize sustainable transportation and create a cleaner and healthier city for future generations, stated EastMojo.

Highlighting the economic impact, Pedal for a Change states that people are spending excessive money and precious time on their daily commutes, resulting in the loss of productive hours.

Moreover, the increase in traffic congestion and pollution is contributing to the rise of lifestyle diseases and non-communicable diseases (NCDs) among the population.

The organization underlines that the transportation sector globally accounts for approximately 25% of carbon emissions. The 6th Assessment report by the Intergovernmental Panel on Climate Change (IPCC) released in 2022 has stressed the urgency of limiting emissions.

To mitigate rising emissions, Pedal for a Change emphasizes the need for specific reforms, investments, and lifestyle changes in the transport sector, especially within cities.

Referencing a study conducted by the Central Road Research Institute (CRRI) in 2022, titled "Gradual Sustainability Approach for Urban Transport through Subtle Measures," Pedal for a Change highlights the ineffectiveness of conventional approaches such as constructing flyovers, underpasses, and widening roads.

These measures often worsen congestion and sustainability without reducing traffic. In contrast, the organization encourages the adoption of sustainable modes of transportation, similar to efforts made by modern cities worldwide, such as investing in buses, trains, and improving cycling and walking infrastructure.

The concept of the "15-Minute City" gains prominence in the organization's statement. This urban planning concept aims to provide residents with essential services within a 15-minute walk or bike ride from their homes.

By reducing reliance on personal vehicles and creating more sustainable and livable urban environments, the 15-Minute City aligns with the organization's vision for Guwahati.

Pedal for a Change applauds the implementation of the Transit Oriented Development (TOD) policy by the Government of Assam in 2022, expecting an improvement in the focus on public transportation. TOD, a form of urban development centered around transit stations or corridors, promotes accessibility via public transportation and supports sustainable and livable cities.

To address these urban challenges effectively, Pedal for a Change highlights the importance of developing a State Sustainable Urban Transport Policy in alignment with the National Urban Transport Policy (NUTP).

The NUTP (2006) emphasizes the development of public transportation and advocates for non-motorized modes like cycling and walking to alleviate traffic congestion.

The organization further emphasizes the significance of making the recommendations of the Comprehensive Mobility Plan (CMP) for Guwahati public and ensuring their compliance with the NUTP and modern urban planning guidelines.

The CMP, a crucial planning document submitted by RITES to the Guwahati Metropolitan Development Authority in 2021, provides a framework for sustainable and efficient transportation, helping urban planners and policymakers manage the increasing demand for mobility in urban areas.

Pedal for a Change also suggests implementing strategies such as on-road parking restrictions, paid parking, and congestion pricing to discourage private vehicle usage and promote alternative modes of transportation. These measures aim to tackle congestion and incentivize sustainable transportation choices in Guwahati.
