Sharing details of the partnership, OpenAI said the initiative is designed to provide citizens with access to advanced AI while equipping them with practical skills to use the technology responsibly in their everyday lives.

Under Malta’s AI for All initiative, people from all backgrounds will have the opportunity to learn how AI can be used effectively and responsibly through a course developed by the University of Malta.

The course is designed to help participants understand what AI is, what it can and cannot do, and how it can be used responsibly both at home and in the workplace.

OpenAI said that once participants complete the course, they will receive free access to ChatGPT Plus for one year.

The first phase of the programme will launch in May, with the Malta Digital Innovation Authority overseeing distribution to eligible participants. The initiative will gradually expand as more Maltese residents and citizens living abroad complete the course.

Maltese Minister for Economy, Enterprise and Strategic Projects, Silvio Schembri, said, “Through this AI for everyone course, we are ensuring that every citizen, regardless of background, has the opportunity to build the confidence and skills needed to thrive in a digital world. By pairing this education with free access to some of the most advanced digital tools available today, we are transforming an unfamiliar concept into practical assistance for families, students and workers.

“Malta is the first country to launch a partnership of this scale because we refuse to let our citizens fall behind in the digital age. We are placing our people at the forefront of global change.”

Meanwhile, George Osborne said, “With this partnership, Malta is leading Europe and the world in bringing AI to all its citizens. Intelligence is becoming a national utility, and governments have an important role to play in ensuring their populations have both the access and the skills to make the most of AI.

“I congratulate the Maltese authorities for their vision and ambition. This is exactly the kind of strategic initiative that will accelerate AI adoption and deliver the benefits of this transformative technology to both the economy and everyday life. Where Malta leads, I hope others will follow.”
