Kashmir: Govt announces compensation to Burhan family

Srinagar, Dec 13 (IBNS): Clearly rebuffing the army’s story about the killing of Hizb-ul-Mujahadeen’s elder brother Khalid , the Jammu and Kashmir government has announced ex-gratia relief for him.

This surprise announcement was  contained in a list of  106  victims of death, injury and damage to  property released by the Government on Monday.

Khalid was killed when he had gone to meet his younger brother in Tral forests  with home cooked delicacies  along with friends.

One militant and Khalid were killed .

This version was contradicted by KhalId’s father  Muzaffar Wani  who maintained that his son was innocent and had nothing  to do with  militancy.

He claimed that his eldest son was tortured to death.

Former Chief Minister Mufti Mohammad Sayeed had admonished the army for the operation  and told them to halt  such anti-militancy operations.

His daughter Mehbooba Mufti, who succeeded her in his chair in April this year, has gone one step ahead and announced ex-gratia relief for Khalid.

25-year-old Khalid was pursuing a Masters degree in Political Science from the Indira Gandhi National Open University.

On Apr 13, 2015, he told his mother he was going for a picnic.

Hours later, his body was found in the nearby jungles.

The army claimed Khalid had been “operating as an overground worker” for the Hizbul and was killed in an encounter.

But his family refused to accept the army’s claims.

Locals alleged Khalid Wani had been killed by the army because he was Burhan’s brother.

The vital condition for granting compensation is that the dead person should not be a militant.
