Manish Sisodia meets Nirmala Sitharaman, discusses Delhi economic issues

New Delhi/IBNS/UNI: Delhi Deputy Chief Minister Manish Sisodia on Friday met Union Finance Minister Nirmala Sitharaman here to discuss issues related to the economic development of the national capital including the share of central taxes.

Talking about cooperation from the finance ministry’s part, Sisodia said in a series of his tweets later, “After taking on the post of Finance Minister of Delhi, I met the Hon’ble Union Finance Minister, N. Sitharaman and discussed ways to bring about economic development in Delhi with mutual cooperation.”

Manish Sisodia also holds the Finance portfolio of the Delhi government.

“I have also requested for funds for Municipal Corporation of Delhi- MCD, in the same way as the Central Government provides funds to corporations of other states. Looking at the present scenario, the MCD does not receive funds from the Central Government," he wrote.

"I have also urged the Union Finance Minister to share a part of the central taxes for Delhi to expedite the process of establishing more schools and hospitals, boost the cleanliness drive around River Yamuna, and facilitate the work to ensure adequate water and electricity supply around the city,” said Delhi Deputy Chief Minister.

In a letter addressed to the Union Finance Minister Nirmala Sitharaman, Sisodia urged her to consider providing Delhi with a share in central taxes. He also referred to the erstwhile Article 270 (3) which discussed the share of taxes between the Centre and the Union Territories.

“Delhi has not been given any share in central taxes since 2001 by the Central Government. It is important to mention that 42 per cent of central taxes are given to all other states based on the recommendations of the Finance Commission. Before 2001, Delhi also used to get a share in it," said he.

Article 270 (3) which was omitted in the year 2000, entailed the share of taxes between the Centre and the Union Territories.

As the Constitution (Eightieth Amendment) Act, 2000 was passed by the Parliament, primarily for the purpose of including corporation tax with the personal income tax for the purpose of resource sharing between the states and the Union government, it replaced article 270 with a new set of provisions.

"Omission of the erstwhile article 270 (3) has resulted in Delhi not receiving its rightful share in central taxes. This has had an adverse impact on the state’s finances,” he said.
