UP Population Bill draft bars govt jobs, subsidy for people with more than 2 children

Lucknow/IBNS: The Uttar Pradesh government has drafted a population control bill that bars anyone having more than two children from contesting local body elections, applying for or seeking promotion in government jobs and getting subsidies.

The new regulations are part of the Uttar Pradesh Population (Control, Stabilization and Welfare) Bill, 2021, according to Uttar Pradesh State Law Commission (UPSLC).

"The State Law Commission, UP is working on control, stabilisation and welfare of the population of the state and has prepared a draft bill, " states the UPSLC website.

According to reports in the media, the state government has sought suggestions from the general public by July 19.

The government also specified the incentives for the government servants, who adopt the two-child norm, in the draft bill.

"Public servants who adopt the two-child norm will get two additional increments during the entire service, maternity or as the case may be, paternity leave of 12 months, with full salary and allowances and three per cent increase in the employer's contribution fund under national pension scheme," it states.

A State Population Fund will be set up to implement the act.

The bill also mentions the government's duties in implementing the norm. Maternity centres and NGOs will be set up at all primary health centres where contraceptive pills, condoms, etc, will be available.

Awareness on methods of contraception will be spread through community health workers and the maternity centres will ensure mandatory registration of pregnancies, deliveries, births and deaths across the state.

The bill seeks to revitalise the efforts and facilitate measures to control, stabilise and provide welfare to the population of the state by implementing and promoting two-child norm.
