New Delhi/IBNS/UNI: Lashing out at the Returning Officer (RO) for the Chandigarh Mayoral election, who could be seen defacing the ballot papers on video to influence the poll results, the Supreme Court Mondy asked, why he had made marks (ticks and x marks) on the ballot papers when he was tasked to count.
