Assam govt fails to submit 19,000 UC’s of amounting Rs 12,766 crore

Guwahati, Mar 7 (IBNS) : Assam government fails to submit nearly 19,000 utilization certificates pending from 52 departments, amounting to about Rs 12,766 crore from 2001-02 to 2014-15.

According to the state finance department report, the state government had failed to submit 18,896 utilisation certificates (UC’s) amounting Rs 12,766.88 crore upto March 31, 2015.

“The finance department had asked the departments to submit pending UC’s in several times but only few departments had responded it,” an official of finance department said.

The Assam Chief Minister Tarun Gogoi had recently accused the Union government for cut the development fund to the state.

The report said that the state government had failed to submit UC’s to the Union government of amounting Rs 97.21 crore in 2001-02, Rs 65.88 crore in 2002-03, Rs 302.84 crore in 2003-04, Rs 362.01 crore in 2004-05, Rs 463.05 crore in 2005-06, Rs 508.02 in 2006-07, Rs 553.66 crore in 2007-08, Rs 703.70 crore in 2008-09, Rs 481.73 crore in 2009-10, Rs 627.90 crore in 2010-11, Rs 1488.20 crore in 2011-12, Rs 1164.30 crore in 2012-13, Rs 1952.40 crore in 2013-14 and Rs 3995.97 crore in 2014-15.

Meanwhile, the BJP has demanded an inquiry to probe for utilization of development fund in the state since 2001.

The report revealed that, the Education department of the state alone had failed to submit UC’s of amounting Rs 2239.75 crore.

“Apart from the Education department, the pending UC’s of WPT & OBC department has Rs 2184.33 crore, Panchayat and Rural development department has Rs 1147.67 crore and Rs 751.13 crore, Agriculture department has Rs 415.22 crore, Health department has Rs 524.98 crore, Secretariat administration has Rs 525.36 crore, Social welfare department has Rs 1472.55 crore, Industry and Commerce department has Rs 140.61 crore, Mines and Minerals department has Rs 255.85 crore,” the official said.

Last year CAG’s report said that, the state government had failed to submit 19,671 UC’s of amounting Rs 11,834.24 crore for the year ended March 31, 2014.
